Bluefields, a ramshackle fishing port, is the capital of the South Atlantic Autonomous Region. The local economy is depressed, with few permanent jobs available. Francisco Campbell represents the South Atlantic region in the Central American Parliament:

Our economy is intimately linked with the correct administration of our natural resources. We have to make sure that whenever anyone comes in here and talks about wanting to extract our forestry resources, for example, that it not be a question just of cutting down the trees and taking the logs out. We must find ways of introducing secondary and tertiary processing of our natural resources, fishery and forestry. That's how you create jobs.
